The first Neurophone was made when I was 14 years old, 1958. When I was 15 years old, I gave a lecture at the Houston Amateur Radio Club, during which I demonstrated the Neurophone. The next day I was contacted by a reporter from the Houston Post. He said that he had a relative who was nerve-deaf from spinal meningitis and asked if we might try the Neurophone on his relative.
The test was a success.
The day after that, an article on the Neurophone as a potential hearing aid for the deaf appeared and went out on the international wire services. The publicity grew over the next two years. In 1961, Life Magazine came to our house and lived with us for over a week. They took thousands of pictures and followed me around from dawn to dusk. The article appeared in the September 14, 1962 issue. After that, I was invited to appear on the I’ve got a Secret show hosted by Gary Moore. The show was telecast from the NBC studios in New York. During the show, I placed electrodes from the Neurophone on the lower back of Bess Meyerson while the panel tried to guess what I was doing to her. She was able to ‘hear’ a poem that was being played through the Neurophone electrodes. The poem was recorded by Andy Griffith, another guest on the show.
Since the signal was only perceived by Ms. Meyerson, the panel could not guess what I was doing to her. As a result of the Life Magazine article and exposure on the Gary Moore Show, we received over a million letters about the invention. The U.S. Patent Office started giving us problems. The examiner said that the device could not possibly work, and refused to issue the patent until 1967. It was only after my lawyer and I took a working model to the patent office that the patent was issued. This was an unusual move since inventors rarely bring their inventions to the patent examiner. The examiner said that he would allow the patent to issue if we could make a deaf employee of the patent office hear with the device. The employee was able to hear and the patent for the Neurophone was issued.A research company, the Huyck Corporation, became interested in the invention. Huyck was owned by a very large and powerful Dutch paper company with offices throughout the world.
They began researching the device and were favorably impressed but because of the problems with the patent office they dropped the project. At Huyck I met two friends who remained close to me for many years, Dr. Henri Marie Coanda, the father of fluid dynamics, and G. Harry Stine, scientist and author. Harry Stine wrote a book called The Silicon Gods (Bantam Books), which was about the potential of the Neurophone as a brain-to-computer connecting interface device. The next stage of Neurophone research began when I went to work for Tufts University as a research scientist. Together with a Boston based corporation, we were involved in a project to develop a language between man and dolphin. Our contracts were from the United States Naval Ordnance Test Station out of China Lake, California. The senior scientist on the project was my close friend and business partner Dr. Dwight Wayne Batteau, Professor of Physics and Mechanical Engineering at Harvard and Tufts.

Of course the operator can hear what I hear, I am a unit of the mainframe. They can change human behavior, including memory functions may be affected as well as emotions (having to be sexually aroused in inappropriate situations).

Conceptual BCI system with various kinds of Neurofeedbacks. In the development of a BCI we need to handle two learning systems: The machine should learn to discriminate between different complex patterns of brain activity as accurate as possible and the BCI users should learn via different neurofeedback configurations to modulate their EEG activity and self-regulate or control them.
Another promising extension of BCI is to incorporate various neurofeedbacks to train subjects to modulate EEG brain patterns and parameters such as ERPs, ERD, SMR, P300 or slow cortical potentials (SCPs) to meet a specific criterion or to learn self-regulations skills. The subject then changes their EEG patterns in response to some feedback. Such integration of neurofeedback in BCI (Fig. 4) is an emerging technology for rehabilitation, but we believe is also a new paradigm in neuroscience that might reveal previously unknown brain activities associated with behavior or self-regulated mental states. The possibility of automated context-awareness as a new interface goes far beyond the standard BCI with simple feedback control. We hope to develop the next level of BCI system using neurofeedbacks for some selective cognitive phenomena. To do so, we need to rely increasingly on findings from other disciplines, especially, neuroscience, information technology, biomedical engineering, machine learning, and clinical rehabilitation.

Microsoft has a patent on a new kind of network: Your body
The software giant has received a U.S. patent for a “method and apparatus for transmitting power and data using the human body.” An application for the patent, No. 6,754, 472, was filed in 2000 and awarded this week.
Microsoft proposes linking portable devices such as watches, keyboards, displays, and speakers using the conductivity of “a body of a living creature.”
Powering Devices
A variety of devices could be powered selectively from a single power source carried on the body, via multiple power supply signals at different frequencies, according to the patent abstract. In addition, data and audio signals could be transmitted over that same power signal. The power source and devices would be connected to the body via electrodes.
In the patent application, Microsoft says the company set out to address the proliferation of small handheld or wearable devices with redundant parts for input and output of data, such as separate speakers in a watch, a radio, and a personal digital assistant. If all those devices were networked, they could all share one speaker, the company suggests. Personal wireless networks have potential problems involving power consumption, interference and security, and batteries add weight and are inconvenient to replace or recharge, according to Microsoft.
A Microsoft spokesperson on Wednesday confirmed the company has been awarded the patent. Microsoft did not immediately provide any details of product plans for the technology.
Practical Uses
The idea of using the body to transmit power among devices is not new, according to Gartner analyst Ken Dulaney. However, small batteries and wireless personal-area network technologies such as Bluetooth may be a more practical approach, he says.
“Think about the problems of always having to have things touching your body,” Dulaney says. “I think this could be one of those technologies that’s interesting but not practical in the long run.”
One area in which the body could be useful as a network conduit might be useful is with medical devices, he adds.

Already, there is Pentagon-sponsored work on using the brain’s pattern detection capabilities for enhanced goggles and super-fast satellite imagery analysis. What happens, however, when the Pentagon ultimately uses this enhanced capability for targeting weapons?
This question has led Stephen White to write a fascinating article exploring the implications of a soldiers’ legal culpability for weapons that may someday tap into this “pre-conscious” brain activity. Like theMinority Report notion of “pre-crime,” where someone is convicted for contemplating a criminal act they haven’t yet acted upon, this article raises the intriguing question of whether a soldier could be convicted for the mistake made by a pre-conscious brain wave.
One of the justifications for employing a brain-machine interface is that the human brain can perform image calculations in parallel and can thus recognize items, such as targets, and classify them in 200 milliseconds, a rate orders of magnitude faster than computers can perform such operations. In fact, the image processing occurs faster than the subject can become conscious of what he or she sees. Studies of patients with damage to the striate cortex possess what neuropsychologists term “blindsight,” an ability to predict accurately where objects are positioned, even when they are placed outside these patients’ field of vision.
The existence of this ability suggests the operation of an unconscious visual perception system in the human brain. These blindsight patients often exhibit “levels of accuracy well beyond the performance of normal observers making judgments close to the threshold of awareness,” particularly with regard to locating ‘unseen’ objects. The speed of visual recognition varies depending on its degree of the perceived object’s multivalence; ambiguous objects take more time to process.
If neuralinterfaced weapons were designed to fire at the time of recognition rather than after the disambiguation process, a process that would likely need to occur for the pilot to differentiate between combatants and protected persons, the pilot firing them presumably would lack criminal accountability for the act implicit in willful killing. Because of the way brain-interfaced weapons may interrupt the biology of consciousness, reasonable doubt may exist as to whether an actor performed a conscious act in the event of a contested incident.
It’s not just legal analysts who recognize this issue. After reading my article on “Luke’s Binoculars” — DARPA’s brain-tapping binos program — one neuroscientist raised an obvious concern: Psychopathy is linked to bypassing the inhibitory control mechanisms of prefrontal cortex, and do we really want psychopathic soldiers?”

ETHICS OF ‘NEURO-WEAPONRY’ HARD TO
WRAP YOUR BRAIN AROUND

Mind control will be a primary focus of neuro-weaponry, which is expected to reshape warfare, neuroscientists confirm. Emerging technologies will give birth to highly sophisticated adversarial applications centred on brain science; conventional battlefield methodology could soon fade into history.
“We are approaching a time when brain science will be critical to our national security,” confirmed James Forsythe of Sandia National Laboratories
According to James Giordano of Georgetown University and the Potomac Institute for Policy Studies, and colleague Rachel Warzman at Georgetown University, the battlefields of the future will be shaped by advances in neuroscience focused for military purposes.
“Major breakthroughs (in brain science) relevant to national security are both viable and imminently achievable,” Giordano suggested at a recent neuroscience conference.
The result would be an “arsenal of neuro-weapons,” concluded Jonathan Marks at Penn State University. Such an arsenal could include “drugs, microbiological agents and toxins from nature,” explained Jonathan Moreno at the University of Pennsylvania.
In addition to the use of “brain-machine interfaces,” the hormone oxytocin could be used to make prisoners more co-operative in divulging sensitive military information. Other substances would make soldiers forget atrocities they might have committed.
According to Forsythe and Giordano, adversarial elements could include: “nanoparticles engineered to affect specific brain processes,” “super soldiers created through pharmaceuticals and/or brain stimulation” and “brain imaging for interrogation-lie detection” as well as the use of “intelligent machines.”
Other possibilities being considered by military strategists include an aerosolized shellfish neurotoxin fatal to humans in a few minutes, hallucination-causing bacteria and organisms that access and destroy human brains by crawling up the olfactory nerves.
Such technologies would have been unimaginable not so long ago, but the U.S. Defence Advanced Research Projects Agency has been focusing on the military applications of brain science, Moreno confirmed.
Some of its projects, posted on its website, include “neuroscience for intelligence analysts” and “accelerated learning.”
For the past several years, DARPA, the military research and development agency tasked with maintaining U.S. military technology superiority, “has engaged in research on direct neurological control,” confirmed Stephen White at Cornell Law School.
But such a dramatic alteration in the way warfare is waged has legal implications, analysts suggest.
According to White, there are concerns with regard to “criminal responsibility for war crimes.”
“Science and technology should never be used to do bad things,” Giordano pointed out, cautioning that history shows scientists often generate information misused for unintended military purposes.
White noted that international law has no “per se prohibition” with regard to the direction that neuro-weaponry appears to be taking.

Synthetic biology has the potential to replace or improve therapies for a wide range of brain disorders

Ed Boyden heads the Synthetic Neurobiology Group at MIT Media Lab. He is working on developing technologies and tools for “analysing and engineering brain circuits” – to reveal which brain neurons are involved in different cognitive processes and using this knowledge to treat brain disorders.
What is synthetic neurobiology?
The synthetic biology part is about taking molecules from the natural world and figuring how to make them into little machines that we can use to address complex brain problems.
Moreover, if we can synthesise the computation of the brain and write information to it, that allows us to test our understanding of the brain and fix disorders by controlling the processes within – running a piece of software on the brain as if it is a computer.
The brain as computer… we probably shouldn’t be surprised that your initial training was in electrical engineering and physics?
Training as a physicist was very helpful because you are trained to think about things both at a logical and intuitive level. Electrical engineering was great too because neurons are electrical devices and we have to think about circuits and networks. I was interested in big unknowns and the brain is one of the biggest, so building tools that allow us to regard the brain as a big electrical circuit appealed to me.
So do you have a “circuit board” of the brain?
It’s not even known how many kinds of cells there are in the brain. If you were looking for a periodic table of the brain, there is no such thing. I really like to think of the brain as a computer. Let’s take an iPhone – there are millions around the world, they all have the same map but at this moment they are all doing a different computations – from firing birds at walls to reading an email. You need more than just a map to understand a computation.
So how do you find out about the functions of the different neurons?
We have a collaboration with a team at Georgia Institute of Technology to build robots to help us analyse the brain at single-cell resolution. We hope to use these robots to harvest the contents of cells to figure out what their properties are. The tip of this robot is a millionth of a metre wide.
And what would you do with the data?
One strategy we are working on is what you might call high throughput screening (HTS) for the living brain. HTS has been used for decades to, for example, screen for genes important for a biological process. But how do you do it in the living brain? We are working on technologies like those robotics or three-dimensional interfaces which would allow you to target information to thousands of points of the brain, so you could determine which circuits are important to a given cognitive process or fixing a disorder.
Robots and interfaces – sounds invasive.
Some degree of invasiveness might not be the end of the world – 250,000 people have some kind of neural implant already, such as deep brain stimulators or cochlear implants. Some people perceive that invasive treatment done subtly could be more desirable than something that you have to wear all the time like an helmet.
Have your techniques been used in live experiments?
In a collaboration led by Alan Horsager from the University of Southern California, we tried to restore vision to a blind eye. There are lots of examples of blind eyes where the photoreceptors have gone: in such a case, there’s no drugs you can give because there’s nothing to bind to. So we thought, why don’t we build an entire suite of tools that would deliver the gene for a light-activated protein into a targeted set of cells and try to restore visual behaviour.
Neurons are electrical devices. Normally, photosensory cells in the retina capture light and transform them into electrical signals, which can then be processed by the retina and relayed to the rain. But what if the photosensory cells are gone? What we did was take a light-sensitive protein from a species of green algae, which converts light into electrical signals, and installed it in spared cells in the retina of a blind mouse. Then, the newly photosensitive cells in the retina could capture light.
Basically the previously blind retina became a camera. We found we could take a blind mouse that couldn’t solve a maze problem and by making its retina light sensitive, it could navigate a fairly complex maze and go right to the target. Does this show the mouse has conscious vision? I don’t know if we can really say that, but it does show these mice can make cognitive use of visual information.
How far are we from using these techniques on humans?
My lab is focused on inventing the tools. But of the people who are pursuing blindness treatments there are at least five groups who have stated plans or started ventures to take these technologies and move to humans.
What are the advantages of these technologies over drugs?
They can help solve problems where drugs can’t. And maybe they can help people find better drugs. There are many disorders where a specific kind of cell in the brain is atrophied or degenerates. If we can get information to that cell, then we might more accurately be able to correct a brain disorder while minimising side-effects. A drug might affect cells that are normal as well as cells that need to be fixed, causing side effects.
And these tools could also be used to aid drug discovery?
Drugs have a lot of good things about them – they are portable, non-invasive, they don’t need a specialist to administer them and yes, specific communities have been targeted for unleashed drug infiltration for human experimentation illegal drug testing.
Suppose we could go through the brain with an array of light sources and track down which specific molecules on specific cells are most impactful for treating a disorder. If we can find a drug that can bind to that molecule, (although only 1 in 10 molecules are bindable) maybe we could develop drugs that affect specific classes of cell in the brain and not others.

The US Patriot Act, has been used as a tool and gateway for US human experimentation today. It protects governments and connected official criminals from criticism.
Under this act anyone whistleblowing or fighting a rightful battle for their lives and exposing the truth about what is happening to, by this system on a major concern are arbitrarily deemed to be unpatriotic. The fact is, it’s the criminals enterprises and focused nonconsensual human experimentation who betray us. “It’s no coincidence that this particularly undemocratic and evil move was followed in 1996 by a significant increase in the number of satellites deployed for the purpose of civilian surveillance and harassment. Over 20,000 satellites currently target and silence countless people worldwide (est. 500,000 plus) as a result of such bad laws.
The victims are not openly confronted as that would remove any feigned excuses and leave the perpetrators open to all manner of accusation. Instead the methods used are covert; employing high tech’ to remotely torment and deceive victims without leaving evidence. Often targets are tricked into believing they are having psychic, medical, psychiatric, religious or even alien experiences (which they are not). This leaves them discredited as they vainly seek help from ignorant or complicit authorities (police, MPs, doctors, media etc). “The situation is getting worse not better with more and more secretive, undemocratic legislation being sneaked past the unwary public all the time. State treachery and terrorism are behind it yet it is all hidden under the guise of “the war on terror”. For example, the US gov’t just passed the National Defense Authorisation Act, 2012, giving the President (and others) the power to target and silence anyone questioning State corruption. When this is done openly in other countries the US is the first to condemn such evil yet when they are guilty of the same they do it in secret and no-one dares to criticise lest they join the ranks of those they persecute. So much for gov’t of the people, for the people and by the people. The criminals who do such things abuse their authority, betray our trust and secretly mock the democratic ideals they publicly support. They don’t serve us, they simply help themselves and their criminal associates. By using stealth they can feign ignorance and hide their true nature from most.
In the USA over 300,000 NSL’s (National Security Letters) have already been issued. These allow the agency targeting of innocent civilians whose objections to corruption / crime in high places have been deliberately skewed or misinterpreted as a threat to powerful people. Once placed in a program people can be abused and experimented on, from a distance (using satellites / high tech’). This effectively silences and discredits them while providing agency researchers with guinea pigs for experiments in control, brain function, dreams, health, robotics and much more. Post 9/11, $750 billion per year has been spent on satellite weapons used for human experimentation / targeting. Most of this has found it’s way from gov’t coffers to about 80 defense contractors who are also culpable for the crimes against humanity that are addressed on this site.
There is a circular / Catch 22 type problem in that governments use “classified” covers to hide criminal activity (esp. if it is an unconstitutional act) but targets can’t prove any of that BECAUSE it has been classified…. Eg. NSA Whistleblower William Binney in an interview (see www.youtube.com/watch?v=TuET0kpHoyM) points out that Executive Order 13526 section 1.7 (covering classified status allocation) specifically says that **”You cannot classify information merely to cover up a crime”**. Even if devices or procedures are classified this also applies to them and information on them when they are being used for criminal purposes. So, in theory, by misusing devices, abusing authority and so on the administration not only commits crimes but should open up the information relating to that for public scrutiny…(Government of, by and for the people). Now Presidents Obama and Bush both signed this executive order 13526 so if any of these hidden crimes was to be presented to the US Supreme Court then any current US leader could be impeached as having breached their oath of office…which includes upholding the constitution. The NSA ECHELON spying system, neurophone harassment, remote neural monitoring, the use of directed energy weapons and more are all clearly crimes against the people and humanity in general and so by classifying the devices the government and it’s leaders are breaching the constitution as well. As with any crime the break in the loop between the acts, investigation, trial and incarceration is the lack of proof.
